Costa Rican President Rodrigo Chaves Robles could become the first sitting head of state in the country’s history to lose his presidential immunity. This unprecedented case has sparked intense debate and marks a historic turning point for the nation’s democratic institutions.

The Allegations Against Rodrigo Chaves

Attorney General Carlo Díaz accuses Rodrigo Chaves of pressuring a communications company working for the presidency to pay $32,000 to his former image consultant. The charge, known as concussion, carries a possible prison sentence of two to eight years if proven.
In addition, other investigations are underway, including allegations of illegal electoral financing, further escalating political tensions.

Supreme Court’s Groundbreaking Decision

In July 2025, the Supreme Court voted by majority to forward a request to lift Chaves’ immunity to the Legislative Assembly. A parliamentary commission held a hearing on August 22, 2025, to review the case, but no final decision has been made yet.

An Open Institutional Battle

President Chaves has strongly condemned the process, calling it a “judicial manipulation” orchestrated by the Attorney General and supported by the Criminal Court. On Friday, he declared:

“What we are experiencing has historical consequences. The entire country is witnessing judicial manipulation.”

This statement underscores the deepening rift between the executive branch and the judicial system in Costa Rica.

A Critical Test for the Rule of Law

The final decision lies with the Legislative Assembly, which must vote on whether to strip the president of his immunity. If approved, Rodrigo Chaves would face prosecution while in office — a first in Costa Rican history.
Observers see this as a crucial test for the country’s judicial independence and political transparency.

An Uncertain Political Future

For now, the situation remains unresolved. Chaves’ supporters denounce the process as a political witch hunt, while his opponents insist on accountability and justice.
The future of Rodrigo Chaves, as well as the stability of Costa Rica’s democracy, hangs in the balance as the nation awaits the Assembly’s decision.
